Bangkit selepas kemusnahan banjir

ARAU: Banjir besar melanda negeri ini pada November lalu menyaksikan Sekolah Tengku Budriah (STB) di sini antara yang teruk terjejas dengan tahap kemusnahan sehingga 90 peratus.

Banjir yang disifatkan terburuk dalam tempoh 15 tahun itu menyebabkan kemusnahan bilik darjah, bilik muzik, pusat komputer, bilik guru, kantin selain peralatan seperti buku latihan murid, rak buku, meja tulis serta pelbagai lagi kelengkapan lain.

Bagaimanapun, bencana tersebut tidak mematahkan semangat barisan pentadbir sekolah berkenaan yang bangkit melakukan persediaan bagi menyambut murid-murid sempena sesi baharu persekolahan Isnin ini.

Semalam, warga sekolah, ibu bapa dan murid-murid bersama-sama bergotong-royong melakukan persiapan terakhir menjelang sesi pembukaan sekolah berkenaan.

Guru Besar STB, Nor Zaitun Ibrahim berkata, semua warga sekolah dan ibu bapa bersama hadir bagi sesi gotong-royong tersebut dan melakukan persiapan pembukaan sekolah khususnya di kelas masing-masing.

Katanya, pasca banjir sebelum ini, guru, ibu bapa dengan keterlibatan pelbagai pihak seperti pertubuhan bukan kerajaan (NGO) dan Jabatan Pendidikan negeri membantu membersihkan sekolah yang memakan masa lebih sebulan.

ā€œBanjir besar baru-baru ini menyaksikan kita berdepan lebih 90 peratus kemusnahan. Namun sekolah bangkit semula dengan penambahbaikan dan menyediakan keselesaan di sekolah termasuk mengecat semula kelas-kelas serta membaik pulih kantin.

ā€œSTB antara sekolah yang paling teruk terjejas ekoran banjir besar tersebut. Semua pihak memainkan peranan dalam menyambut kemasukan murid bagi sesi baharu persekolahan ini,ā€ katanya kepada Utusan Malaysia.

Untuk sesi tahun ini, sebanyak 157 murid tahun satu bakal mendaftar di STB dengan keseluruhan murid sekolah tersebut pula seramai 1,007.

Nor Zaitun memberitahu, dalam tempoh banjir dan pasca bencana tersebut, murid-murid menjalani kaedah Pengajaran dan Pembelajaran di Rumah (PdPR).

ā€œKehadiran murid-murid membantu gotong-royong lebih awal memandangkan sekolah sebelum ini ditutup dan murid-murid menjalani PdPR. Murid-murid dan guru masing-masing membersih serta menghias kelas yang kelihatan sangat cantik,ā€ katanya.-UTUSAN

National counĀ­cil proĀ­posed for disĀ­aster manĀ­ageĀ­ment: DPM

Deputy Prime MinĀ­isĀ­ter Datuk Seri Dr Ahmad Zahid Hamidi said a National DisĀ­aster ManĀ­ageĀ­ment CounĀ­cil is proĀ­posed to be estabĀ­lished as the highest body responsĀ­ible for coordinĀ­atĀ­ing disĀ­aster manĀ­ageĀ­ment and disĀ­aster risk reducĀ­tion.

Ahmad Zahid, who is also National DisĀ­aster ManĀ­ageĀ­ment ComĀ­mitĀ­tee chairĀ­man, said he had instrucĀ­ted the National DisĀ­aster ManĀ­ageĀ­ment Agency (Nadma) to preĀ­pare a CabĀ­inet paper to be cirĀ­cuĀ­lated to all minĀ­isĀ­tries for feedĀ­back.

ā€œWithin a month, it will be cirĀ­cuĀ­lated for review, and I will perĀ­sonĀ­ally present it (at a CabĀ­inet meetĀ­ing).

ā€œ(In) upgradĀ­ing the CentĀ­ral DisĀ­aster ManĀ­ageĀ­ment ComĀ­mitĀ­tee to the National DisĀ­aster ManĀ­ageĀ­ment CounĀ­cil, we want disĀ­aster manĀ­ageĀ­ment to be sigĀ­niĀ­ficĀ­antly enhanced.ā€

Ahmad Zahid said the curĀ­rent national disĀ­aster manĀ­ageĀ­ment mechĀ­anĀ­ism through the CentĀ­ral DisĀ­aster ManĀ­ageĀ­ment ComĀ­mitĀ­tee needs to be furĀ­ther strengthened.

ā€œAt present, the existĀ­ing comĀ­mitĀ­tee does not yet involve the dirĀ­ect parĀ­tiĀ­cipĀ­aĀ­tion of menĀ­teri besar and chief minĀ­isĀ­ters, even though state govĀ­ernĀ­ments hold key authorĀ­ity over develĀ­opĀ­ment, land use and water resource manĀ­ageĀ­ment, critĀ­ical factors that influĀ­ence disĀ­aster risk and impact.

ā€œThere is also a need for the full involveĀ­ment of fedĀ­eral minĀ­isĀ­ters who have the manĀ­date and capaĀ­city to coordinĀ­ate in an integĀ­rated manĀ­ner across minĀ­isĀ­tries and agenĀ­cies, allowĀ­ing decisions to be made more quickly, decisĀ­ively and effectĀ­ively.ā€ – Bernama

One panel to steer crises

Datuk Seri Dr Ahmad Zahid Hamidi has proĀ­posed a National DisĀ­aster ManĀ­ageĀ­ment CounĀ­cil to be the counĀ­try’s highest body on disĀ­aster manĀ­ageĀ­ment and risk reducĀ­tion.

The Deputy Prime MinĀ­isĀ­ter said that durĀ­ing any crisis, all informĀ­aĀ­tion must come from a veriĀ­fied source to ensure proper coordinĀ­aĀ­tion.

ā€œFor instance, in coordinĀ­atĀ­ing informĀ­aĀ­tion, there should only be one spokesĀ­perĀ­son or source. Or else there will be conĀ­flictĀ­ing informĀ­aĀ­tion. We are not askĀ­ing to conĀ­solĀ­idĀ­ate more power but to coordinĀ­ate everything.

ā€œThat is why I would like to proĀ­pose the formĀ­aĀ­tion of the counĀ­cil as the highest body responsĀ­ible for coordinĀ­atĀ­ing disĀ­aster manĀ­ageĀ­ment and risk reducĀ­tion,ā€ he said in a New Year address to the National DisĀ­aster ManĀ­ageĀ­ment Agency (Nadma) perĀ­sonĀ­nel here yesĀ­terĀ­day.

To impleĀ­ment the proĀ­posal, he dirĀ­ecĀ­ted Nadma to preĀ­pare a CabĀ­inet paper within one month.Ā ā€œYou need to disĀ­tribĀ­ute it to the respectĀ­ive minĀ­isĀ­tries and minĀ­isĀ­ters to get their feedĀ­back before I table it in the CabĀ­inet,ā€ he said.

Ahmad Zahid also wanted Nadma to set a new benchĀ­mark in national disĀ­aster manĀ­ageĀ­ment for manĀ­aging the ongoĀ­ing northĀ­east monĀ­soon.

ā€œIn my view, early preĀ­parĀ­aĀ­tions iniĀ­tiĀ­ated through the CentĀ­ral DisĀ­aster ManĀ­ageĀ­ment ComĀ­mitĀ­tee (JPBP) meetĀ­ing, folĀ­lowed by conĀ­sistĀ­ent coordinĀ­aĀ­tion at the field level, have proven that cross-minĀ­isĀ­terial, departĀ­mental, agency and state govĀ­ernĀ­ment cooperĀ­aĀ­tion is importĀ­ant,ā€ he said, adding that this had reduced delays, minĀ­imĀ­ised conĀ­fuĀ­sion and accelĀ­erĀ­ated response durĀ­ing critĀ­ical situĀ­ations.

He cited the BanĀ­tuan Wang Ihsan via elecĀ­tronic fund transĀ­fer method as another game changer in disĀ­aster manĀ­ageĀ­ment, with funds disĀ­tribĀ­uted dirĀ­ectly to vicĀ­tims.

Ahmad Zahid said this was made posĀ­sible through a cross-funcĀ­tional approach with Bank SimĀ­panan NasĀ­ional, supĀ­porĀ­ted by a digital sysĀ­tem via theĀ MYIBJKM applicĀ­aĀ­tion developed by the WelĀ­fare DepartĀ­ment.

ā€œThis approach has sigĀ­niĀ­ficĀ­antly transĀ­formed vicĀ­tims’ experĀ­iĀ­ence, from a proĀ­cess that preĀ­viĀ­ously required a waitĀ­ing period of between three and six months. PayĀ­ment is made while the flood vicĀ­tims are still in the temĀ­porĀ­ary evacĀ­uĀ­ation centres,ā€ he said.

Ahmad Zahid also outĀ­lined three straĀ­tegic dirĀ­ecĀ­tions for strengthĀ­enĀ­ing disĀ­aster manĀ­ageĀ­ment – sciĀ­ence- and data-driven preĀ­paredĀ­ness; rapid and disĀ­cipĀ­lined coordinĀ­aĀ­tion; and comĀ­pasĀ­sionĀ­ate, people-centred humanĀ­itĀ­arian action – to guide Nadma towards greater resiĀ­liĀ­ence andĀ pubĀ­lic trust.

ā€œDisĀ­aster manĀ­ageĀ­ment must move beyĀ­ond instiĀ­tuĀ­tional reliĀ­ance by leverĀ­aging big data, preĀ­dictĀ­ive anaĀ­lytĀ­ics and integĀ­rated weather, geoĀ­spaĀ­tial and social risk informĀ­aĀ­tion, strengthĀ­enĀ­ing smart early warnĀ­ing sysĀ­tems, and adoptĀ­ing antiĀ­cipĀ­atĀ­ory action so responses occur before disĀ­asters strike rather than after damĀ­age hapĀ­pens,ā€ he said.
