Bangkit selepas kemusnahan banjir

ARAU: Banjir besar melanda negeri ini pada November lalu menyaksikan Sekolah Tengku Budriah (STB) di sini antara yang teruk terjejas dengan tahap kemusnahan sehingga 90 peratus.
Banjir yang disifatkan terburuk dalam tempoh 15 tahun itu menyebabkan kemusnahan bilik darjah, bilik muzik, pusat komputer, bilik guru, kantin selain peralatan seperti buku latihan murid, rak buku, meja tulis serta pelbagai lagi kelengkapan lain.
Bagaimanapun, bencana tersebut tidak mematahkan semangat barisan pentadbir sekolah berkenaan yang bangkit melakukan persediaan bagi menyambut murid-murid sempena sesi baharu persekolahan Isnin ini.
Semalam, warga sekolah, ibu bapa dan murid-murid bersama-sama bergotong-royong melakukan persiapan terakhir menjelang sesi pembukaan sekolah berkenaan.
Guru Besar STB, Nor Zaitun Ibrahim berkata, semua warga sekolah dan ibu bapa bersama hadir bagi sesi gotong-royong tersebut dan melakukan persiapan pembukaan sekolah khususnya di kelas masing-masing.
Katanya, pasca banjir sebelum ini, guru, ibu bapa dengan keterlibatan pelbagai pihak seperti pertubuhan bukan kerajaan (NGO) dan Jabatan Pendidikan negeri membantu membersihkan sekolah yang memakan masa lebih sebulan.
āBanjir besar baru-baru ini menyaksikan kita berdepan lebih 90 peratus kemusnahan. Namun sekolah bangkit semula dengan penambahbaikan dan menyediakan keselesaan di sekolah termasuk mengecat semula kelas-kelas serta membaik pulih kantin.
āSTB antara sekolah yang paling teruk terjejas ekoran banjir besar tersebut. Semua pihak memainkan peranan dalam menyambut kemasukan murid bagi sesi baharu persekolahan ini,ā katanya kepada Utusan Malaysia.
Untuk sesi tahun ini, sebanyak 157 murid tahun satu bakal mendaftar di STB dengan keseluruhan murid sekolah tersebut pula seramai 1,007.
Nor Zaitun memberitahu, dalam tempoh banjir dan pasca bencana tersebut, murid-murid menjalani kaedah Pengajaran dan Pembelajaran di Rumah (PdPR).
āKehadiran murid-murid membantu gotong-royong lebih awal memandangkan sekolah sebelum ini ditutup dan murid-murid menjalani PdPR. Murid-murid dan guru masing-masing membersih serta menghias kelas yang kelihatan sangat cantik,ā katanya.-UTUSAN
Deputy Prime MinĀisĀter Datuk Seri Dr Ahmad Zahid Hamidi said a National DisĀaster ManĀageĀment CounĀcil is proĀposed to be estabĀlished as the highest body responsĀible for coordinĀatĀing disĀaster manĀageĀment and disĀaster risk reducĀtion.
Ahmad Zahid, who is also National DisĀaster ManĀageĀment ComĀmitĀtee chairĀman, said he had instrucĀted the National DisĀaster ManĀageĀment Agency (Nadma) to preĀpare a CabĀinet paper to be cirĀcuĀlated to all minĀisĀtries for feedĀback.
āWithin a month, it will be cirĀcuĀlated for review, and I will perĀsonĀally present it (at a CabĀinet meetĀing).
ā(In) upgradĀing the CentĀral DisĀaster ManĀageĀment ComĀmitĀtee to the National DisĀaster ManĀageĀment CounĀcil, we want disĀaster manĀageĀment to be sigĀniĀficĀantly enhanced.ā
Ahmad Zahid said the curĀrent national disĀaster manĀageĀment mechĀanĀism through the CentĀral DisĀaster ManĀageĀment ComĀmitĀtee needs to be furĀther strengthened.
āAt present, the existĀing comĀmitĀtee does not yet involve the dirĀect parĀtiĀcipĀaĀtion of menĀteri besar and chief minĀisĀters, even though state govĀernĀments hold key authorĀity over develĀopĀment, land use and water resource manĀageĀment, critĀical factors that influĀence disĀaster risk and impact.
āThere is also a need for the full involveĀment of fedĀeral minĀisĀters who have the manĀdate and capaĀcity to coordinĀate in an integĀrated manĀner across minĀisĀtries and agenĀcies, allowĀing decisions to be made more quickly, decisĀively and effectĀively.ā ā Bernama

Datuk Seri Dr Ahmad Zahid Hamidi has proĀposed a National DisĀaster ManĀageĀment CounĀcil to be the counĀtryās highest body on disĀaster manĀageĀment and risk reducĀtion.
The Deputy Prime MinĀisĀter said that durĀing any crisis, all informĀaĀtion must come from a veriĀfied source to ensure proper coordinĀaĀtion.
āFor instance, in coordinĀatĀing informĀaĀtion, there should only be one spokesĀperĀson or source. Or else there will be conĀflictĀing informĀaĀtion. We are not askĀing to conĀsolĀidĀate more power but to coordinĀate everything.
āThat is why I would like to proĀpose the formĀaĀtion of the counĀcil as the highest body responsĀible for coordinĀatĀing disĀaster manĀageĀment and risk reducĀtion,ā he said in a New Year address to the National DisĀaster ManĀageĀment Agency (Nadma) perĀsonĀnel here yesĀterĀday.
To impleĀment the proĀposal, he dirĀecĀted Nadma to preĀpare a CabĀinet paper within one month.Ā āYou need to disĀtribĀute it to the respectĀive minĀisĀtries and minĀisĀters to get their feedĀback before I table it in the CabĀinet,ā he said.
Ahmad Zahid also wanted Nadma to set a new benchĀmark in national disĀaster manĀageĀment for manĀaging the ongoĀing northĀeast monĀsoon.
āIn my view, early preĀparĀaĀtions iniĀtiĀated through the CentĀral DisĀaster ManĀageĀment ComĀmitĀtee (JPBP) meetĀing, folĀlowed by conĀsistĀent coordinĀaĀtion at the field level, have proven that cross-minĀisĀterial, departĀmental, agency and state govĀernĀment cooperĀaĀtion is importĀant,ā he said, adding that this had reduced delays, minĀimĀised conĀfuĀsion and accelĀerĀated response durĀing critĀical situĀations.
He cited the BanĀtuan Wang Ihsan via elecĀtronic fund transĀfer method as another game changer in disĀaster manĀageĀment, with funds disĀtribĀuted dirĀectly to vicĀtims.
Ahmad Zahid said this was made posĀsible through a cross-funcĀtional approach with Bank SimĀpanan NasĀional, supĀporĀted by a digital sysĀtem via theĀ MYIBJKM applicĀaĀtion developed by the WelĀfare DepartĀment.
āThis approach has sigĀniĀficĀantly transĀformed vicĀtimsā experĀiĀence, from a proĀcess that preĀviĀously required a waitĀing period of between three and six months. PayĀment is made while the flood vicĀtims are still in the temĀporĀary evacĀuĀation centres,ā he said.
Ahmad Zahid also outĀlined three straĀtegic dirĀecĀtions for strengthĀenĀing disĀaster manĀageĀment ā sciĀence- and data-driven preĀparedĀness; rapid and disĀcipĀlined coordinĀaĀtion; and comĀpasĀsionĀate, people-centred humanĀitĀarian action ā to guide Nadma towards greater resiĀliĀence andĀ pubĀlic trust.
āDisĀaster manĀageĀment must move beyĀond instiĀtuĀtional reliĀance by leverĀaging big data, preĀdictĀive anaĀlytĀics and integĀrated weather, geoĀspaĀtial and social risk informĀaĀtion, strengthĀenĀing smart early warnĀing sysĀtems, and adoptĀing antiĀcipĀatĀory action so responses occur before disĀasters strike rather than after damĀage hapĀpens,ā he said.
