Bomba DG: S’wak to adopt new fire safety compliance framework under amended Fire Services Act

KUCHING (Aug 5): Sarawak will soon adopt a new fire safety compliance framework in line with national reforms under the new Fire Services Act, said Fire and Rescue Department (Bomba) director-general Datuk Seri Nor Hisham Mohammad.

He said the changes, which will take effect on Jan 1, 2026, will empower certified professionals to take on greater enforcement responsibilities and will mark a major shift in how fire safety compliance is managed across the country, including in Sarawak.

“Currently, enforcement is carried out mostly by the Fire Department through inspections and issuing notices. However, once the new Act takes effect, these responsibilities will be gradually transferred to certified Fire Safety Managers,” he told reporters after officiating the Bomba Southern Zone Industry Lead Body (ILB) Seminar at the Borneo Convention Centre Kuching (BCCK) here yesterday.

Nor Hisham said under the new system, Fire Safety Managers and Fire Safety Officers will be trained and certified to ensure compliance within their respective premises.

If they fail in their responsibilities, their certification can be revoked and they may also face fines under the new legislation.

The reforms are part of a broader effort by the government to reduce direct enforcement by 25 percent every three years under the Public Service Delivery Reforms, while encouraging industries to take greater responsibility for their own compliance.

“The exact amount of the fines is being finalised in meetings this week as we formulate the subsidiary regulations under the Act. This approach, known as the ‘self-regulated approach’, allows industries to self-regulate, which is a more progressive step forward as Malaysia moves towards developed nation status.”

As part of this initiative, he said the Fire and Rescue Department has been appointed as the ILB for the fire safety sector by the Human Resources Ministry for the 2025–2027 period.

The ILB, in collaboration with the Human Resource Development Corporation (HRD Corp) and the Department of Skills Development, will be responsible for overseeing training, certification, and auditing of fire safety professionals.

“In today’s seminar (for example), more than 600 participants from the industry community in southern Sarawak registered to learn about the new system and their roles in it.

“The ILB will also act as an auditor to monitor and ensure that Fire Safety Managers and Officers continue to comply with the standards. Any actions taken by them must be approved by the department. If not, it will be considered an offence under the new Act,” he said.

Fire Safety Officers will undergo a three-day technical course, while Fire Safety Managers will be required to complete a five-day training programme focused on building inspections, evacuation planning, reporting, and maintenance.

“These managers will prepare regular internal reports. If the reports are deemed credible, the department may renew the fire certificate without a full physical inspection,” said Nor Hisham.

However, periodic inspections will still be carried out every two to three years to verify the accuracy of the submitted reports and ensure compliance on the ground, he said.

He also confirmed that buildings requiring a fire certificate such as BCCK must appoint a certified Fire Safety Manager.

“For organisations that manage multiple buildings, like JKR Sarawak, we will allow a certified manager to be responsible for a group of buildings, rather than appointing one for each facility,” he explained.

Nor Hisham also said the upcoming changes are not just about enforcement, but also about improving industry standards and public safety.

“This is a shared responsibility, and with the right people certified and trained, we can ensure a safer environment for everyone,” he said.

 

 

 

Over 3,300 tube wells activated in fire-prone areas amid dry season

SHAH ALAM: The government has activated more than 3,300 tube wells in fire-prone areas as a precautionary measure amid extreme heat and prolonged dry weather during the ongoing Southwest Monsoon.

Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi said the Fire and Rescue Department has been instructed to clean and operate the wells where necessary, particularly in high-risk zones.

"These wells were prepared earlier and have now been made operational.

"I've directed the Fire and Rescue Department to carry out cleaning and fire prevention efforts, especially in areas prone to forest and peat fires during periods of high temperatures," he said at a press conference after attending a cloud seeding operation at the Subang Air Force Base.

Zahid, who is also the National Disaster Management Committee chairman, said swift operational responses have been coordinated through the department and local-level disaster management committees.

 

The Southwest Monsoon, which has brought lower rainfall and higher temperatures, is expected to continue until mid-October, with authorities remaining on alert throughout the period.

"Based on advice from Nadma and MetMalaysia, we are ensuring preparedness, particularly in areas experiencing extreme heat," Zahid said.

He added that the Health Ministry will issue public health advisories to help minimise exposure to the heatwave.

"Clear guidance should be provided to the public, especially regarding limiting outdoor activities.

"This is particularly important for schoolchildren," he said, adding that coordination has been made with district education offices to reschedule outdoor school activities.

Paras Empangan Bukit Merah kritikal

PETALING JAYA: Empangan Bukit Merah, Gunung Semanggol, Perak berada pada tahap kritikal dengan penggunaan air hanya berbaki 12.21 peratus.

Timbalan Perdana Menteri, Datuk Seri Dr Ahmad Zahid Hamidi berkata, paras kedalaman air juga mencatatkan paras membimbangkan iaitu 19.80 kaki sejak Monsun Barat Daya melanda negara.

Katanya, situasi tersebut sekaligus menjejaskan penggunaan untuk ribuan penduduk di kawasan yang menerima sumber dari kawasan tadahan itu.

“Bantuan segera daripada Agensi Pengurusan Bencana Negara (Nadma) bagi melaksanakan pembenihan awan amat diperlukan disebabkan kawasan persekitaran seperti sawah padi dan keperluan air domestik mengalami penyusutan air yang agak ketara.

“Laporan MetMalaysia memperlihatkan kesahihan perkara itu dan kita telah membawa 6,000 liter larutan garam Natrium Klorida di dalam empat tangki besar untuk disemburkan di sekitar kawasan,” katanya.

Terdahulu, beliau menyertai Operasi Pembenihan Awan (OPA) dengan menaiki sebuah pesawat milik TUDM jenis C-130 Hercules di Pangkalan Udara TUDM Subang, semalam.

Beliau yang juga Pengerusi Jawatankuasa Pengurusan Bencana Negara berkata, operasi pembenihan awan itu berjaya apabila hujan lebat berlaku 45 minit selepas operasi tersebut.

Katanya, operasi penyemburan larutan garam dilaksanakan pada awan Kumulus Menara yang bergerak dari arah Barat dan Selat Melaka menuju ke kawasan utara Semenanjung Malaysia.

“Sebelum saya kembali ke Pangkalan Udara TUDM Subang, (kami terima) laporan daripada Pusat Kawalan Bencana Negara (NDCC) 45 minit setelah semburan itu dilakukan hujan lebat telah berlaku.

“Jadi usaha saintifik dan dengan pertolongan Allah SWT, kita harap pengairan sawah padi di kawasan itu, perikanan dan mitigasi air dapat diatasi,” ujarnya lagi.-UTUSAN

 

Banjir Texas, tiga masih hilang angka kematian cecah 135

WASHINGTON, 21 Julai – Pihak berkuasa di Texas mengesahkan hanya tiga individu masih dilaporkan hilang susulan bencana banjir besar yang melanda negeri itu awal bulan ini.

Banjir kilat berlaku akibat hujan lebat pada 4 Julai lalu telah meragut sekurang-kurangnya 135 nyawa di kawasan tengah Texas, termasuk lebih 30 kanak-kanak.

Pasukan mencari dan menyelamat terus menyusuri tebing Sungai Guadalupe di Kerr County – kawasan yang paling teruk terjejas – dalam usaha mengesan penduduk terjejas banjir.

Pusat Maklumat Bersama Bencana Banjir Kerr County dalam satu kenyataan memaklumkan, hasil siasatan lanjut menunjukkan majoriti individu yang pada awalnya dilaporkan hilang telah dikenal pasti selamat.

"Ketika ini, hanya tiga individu masih hilang dalam bencana banjir yang berlaku pada 4 Julai," menurut kenyataan itu.

Pengurus Bandar Kerrville, Dalton Rice berkata, lebih 1,000 anggota dari agensi tempatan, negeri dan persekutuan bertungkus-lumus menjalankan operasi pemulihan dan mencari mangsa.

"Hasil usaha luar biasa ini telah mengurangkan jumlah individu yang dilaporkan hilang daripada lebih 160 kepada hanya tiga," ujarnya.

Beberapa kematian turut dilaporkan di daerah lain, termasuk mayat seorang ketua bomba yang masih hilang di Burnet County.

Banjir tersebut mengakibatkan kemusnahan besar termasuk Camp Mystic, yang mencatatkan 27 kematian membabitkan pelatih dan kaunselor wanita.

Presiden Amerika Syarikat, Donald Trump bersama isterinya, Melania, telah melawat kawasan bencana pada 11 Julai lalu.

Beliau mengarahkan tindakan awal serta perancangan berkaitan dalam usaha membantu penduduk terjejas banjir dan menyerahkan pengurusan kecemasan persekutuan kepada pihak negeri. – AFP

Taufan Wipha: Hong Kong keluar amaran tertinggi, lebih 500 penerbangan dibatalkan

HONG KONG: Taufan Wipha menghampiri Hong Kong memaksa pihak berkuasa mengeluarkan amaran tertinggi dengan lebih 500 penerbangan dibatalkan.

Kira-kira 200 penduduk dalam radius kawasan berisiko ditempatkan di pusat pemindahan sementara.

Taufan Wipha yang dikesan sekitar 60 kilometer ke tenggara Hong Kong dijangka membawa angin kencang melebihi 118 kilometer sejam.

Pasukan kecemasan menerima puluhan laporan membabitkan insiden pokok tumbang dan kerosakan harta benda.

Sebahagian besar sekolah ditutup, manakala pengangkutan awam terjejas dengan perkhidmatan kereta api terhad kepada laluan tertutup sahaja.

Pihak berkuasa memberi amaran berwaspada terhadap cuaca buruk yang dibimbangi memberi ancaman serius kepada keselamatan awam. – AFP
