CUACA kini bukan lagi isu sampingan, sebaliknya menjadi punca utama kepada pelbagai bencana di Malaysia.
Dalam beberapa tahun kebelakangan ini, corak hujan semakin tidak menentu dengan taburan tinggi dijangka berlaku lebih kerap sehingga mencetuskan banjir, banjir kilat dan tanah runtuh.
Perubahan itu memberi tekanan kepada muka bumi semula jadi, sistem perparitan, infrastruktur dan komuniti, khususnya di kawasan berisiko tinggi.
Menurut Pensyarah di Fakulti Teknologi Kejuruteraan Elektrik dan Elektronik Universiti Malaysia Pahang Al-Sultan Abdullah (UMPSA), Prof. Ir. Ts. Dr. Kamarul Hawari Ghazali, hubungan antara hujan ekstrem dan kejadian bencana semakin jelas apabila berlaku banjir besar pada Disember 2021 di Lembah Klang.
Ujarnya, pihak berkuasa merekodkan lebih 300 milimeter hujan dalam tempoh 24 jam iaitu hampir menyamai purata hujan bulanan.
“Sistem perparitan gagal berfungsi, sungai melimpah dan tanah runtuh berlaku di beberapa lokasi berisiko.
“Fenomena ini terus berulang di Kuala Lumpur dan kawasan sekitarnya. Banjir kilat kini berlaku apabila hujan lebat singkat melebihi kapasiti sistem perparitan bandar, walaupun tiada hujan berpanjangan,” katanya ketika dihubungi K-Tekno.
Contohnya, tanah runtuh di Jalan Tun Sardon, Balik Pulau, Pulau Pinang dan runtuhan cerun di Taman United, Seputeh, Selangor pada tahun 2024 yang menunjukkan bagaimana hujan berterusan mencetuskan kegagalan cerun, sekali gus memberi impak kepada kehidupan harian.
Semua kejadian itu menunjukkan bahawa banjir, banjir kilat dan tanah runtuh berpunca daripada sistem cuaca, tetapi kesannya berbeza mengikut keadaan muka bumi, corak guna tanah dan keupayaan sistem perparitan setempat.
Malangnya, pendekatan sedia ada masih terlalu bergantung kepada hujan dan paras air tanpa pemantauan berterusan terhadap kelembapan tanah, perubahan bentuk tanah dan pergerakan cerun.
Akibatnya, amaran bencana sering dikeluarkan selepas ambang tertentu dilepasi, sedangkan kegagalan cerun biasanya berlaku secara beransur-ansur akibat kesan kumulatif hujan berulang.
Kongsinya lagi, dalam konteks ini, teknologi satelit menawarkan penyelesaian penting kepada petugas yang memantau atau meramal cuaca.
Ujarnya, sistem radar satelit terutama radar apertur sintetik (SAR) mampu mengesan perubahan permukaan dan pergerakan tanah, walaupun dalam keadaan hujan lebat dan litupan awan tebal.
“Satelit pemerhatian bumi pula memberikan maklumat berterusan mengenai taburan hujan, perubahan guna tanah, vegetasi dan kawasan yang dilitupi air yang mampu menyokong penilaian risiko banjir dan tanah runtuh pada skala luas.
“Namun bagi pemantauan berkesan, gabungan data satelit dan pengukuran setempat adalah kritikal.
“Sensor berasaskan Sistem Satelit Navigasi Global (GNSS), tolok hujan dan Stesen Cuaca Automatik (AWS) membolehkan pemantauan cerun serta sistem saliran secara tepat,” ujarnya.
Katanya lagi, integrasi teknologi itu membolehkan pendekatan berlapis, di mana satelit berfungsi sebagai lapisan awal mengenal pasti kawasan berisiko, manakala sensor setempat memberikan pengesahan dan pemantauan terperinci.
Dengan menggabungkan data daripada pelbagai sumber, pihak berkuasa dapat memahami tindak balas cerun dan sistem saliran terhadap hujan, sama ada bersifat sementara atau menunjukkan ketidakstabilan sebenar.
Selain itu, kecerdasan buatan (AI) memainkan peranan penting dalam menguruskan data besar yang dihasilkan oleh sistem pemantauan moden.
AI mampu menganalisis intensiti hujan, kelembapan tanah, pergerakan cerun dan aliran air secara serentak.
“Untuk banjir kilat, teknik nowcasting berasaskan AI boleh menilai corak hujan masa nyata dan meramalkan hujan yang mungkin melebihi kapasiti perparitan dalam beberapa jam. Bagi banjir sungai dan tanah runtuh, model ramalan AI menilai trend hujan terkumpul serta pergerakan tanah untuk anggaran risiko dalam beberapa hari atau minggu,” jelasnya.
Ujarnya lagi, pengalaman antarabangsa menunjukkan bahawa sistem pemantauan bersepadu bukan saja penting untuk amaran bencana, malah sebagai perkhidmatan sokongan kepada sektor pengangkutan, pertanian, industri dan utiliti.
Misalnya di China, pelaburan besar dalam platform bersepadu menggabungkan AWS, radar, satelit, pemantauan GNSS dan analitik AI membekalkan data berterusan untuk perancangan serta operasi harian.
“Bagi Malaysia, peningkatan banjir, banjir kilat dan tanah runtuh menuntut pendekatan pemantauan bersepadu yang lebih cepat. Sistem pemantauan perlu menjadi infrastruktur strategik nasional, menyatukan data hujan, cuaca, satelit, pergerakan tanah dan ramalan AI,” katanya.
Pendekatan tersebut membolehkan amaran awal lebih tepat, keputusan lebih baik dan keselamatan rakyat dipertingkatkan.
Cuaca mungkin di luar kawalan manusia, namun cara negara memantau dan bertindak balas terhadap risiko adalah pilihan strategik yang mesti dibuat sekarang untuk menjamin ekonomi dan keselamatan berdaya tahan.
KOTA BHARU, Jan 6 — The decision on the type of bridge to replace the suspension bridge in Kampung Chatel Damai, Lata Rek, Kuala Krai that collapsed recently will only be finalised after engagement sessions with the local community.
Director of the Implementation Coordination Unit (ICU) of the Prime Minister’s Department in Kelantan, Jasri Kasim said a comprehensive assessment is underway covering technical aspects, location and land status, as the bridge is located on a river reserve and involves privately-owned land.
“If the construction of a stronger or permanent bridge is agreed upon by the residents, land acquisition or purchase may need to be carried out,” he told Bernama recently.
Jasri said the technical team is also assessing whether the bridge can be built on a road reserve or right-of-way, which could facilitate implementation without land ownership issues.
The site visit was also made by representatives from the Department of Irrigation and Drainage, the Land and Mines Office, the South Kelantan Development Authority and the Ministry of Rural and Regional Development.
He said an initial estimated cost of RM400,000 has been allocated for the repair of the existing suspension bridge, but it is subject to the final decision on the type of bridge to be built.
“The government’s priority is to ensure the safety of residents and that the project is carried out according to the actual needs of the community and river conditions, especially during heavy rain,” he said.
He added that construction is targeted to commence as early as the end of January.
In a statement last Friday, the Prime Minister’s Office announced that Prime Minister Datuk Seri Anwar Ibrahim had instructed that funds be channelled immediately to replace the collapsed suspension bridge, which had caused injuries and disrupted daily access for the local community.
Following the announcement, the Kelantan state government expressed its appreciation to Anwar and directed the Kuala Krai Land and District Office to coordinate with the ICU JPM and relevant agencies to ensure the work is expedited and implemented systematically.

KUALA TERENGGANU – Orang ramai tidak menghirau amaran ombak besar dan angin kencang, sebaliknya tetap mengunjungi pantai-pantai peranginan di negeri ini ketika musim tengkujuh sekarang ini.
Malah, kes dua beradik lemas di Pantai Sura Tengah, Dungun minggu lalu tidak dijadikan iktibar oleh mereka.
Tinjauan di Pantai Pandak, Chendering di sini mendapati pengunjung masih mandi-manda walaupun ombak besar dan angin kuat melanda terutama pada waktu petang.
Anak-anak kecil pula dibiarkan bermain di gigi air tanpa pengawasan orang dewasa. Situasi itu membuatkan Ketua Polis Terengganu, Datuk Mohd. Khairi Khairudin kurang senang.
Kebimbangan beliau ada asasnya kerana sepanjang tiga tahun kebelakangan ini, terdapat 74 individu dilaporkan lemas di seluruh Terengganu terutamanya ketika musim Monsun Timur Laut (MTL) atau tengkujuh.
Menurut Mohd. Khairi, masih ada individu memandang ringan ancaman pantai ketika MTL dan apa yang lebih mengecewakan apabila perbuatan itu bukan sahaja dilakukan pelancong luar, malah penduduk tempatan sendiri.
“Banyak kali amaran dan larangan diberi supaya menjauhi serta jangan beriadah di air ketika musim tengkujuh tetapi masih ramai yang degil.
Menurut Mohd. Khairi, bukan sahaja mandi atau menaiki bot kecil, malah berkelah di tepi pantai juga berbahaya kerana jangkauan ombak besar menghempas pantai sepanjang musim tengkujuh ini tidak terduga.
Sehubungan itu, beliau telah mengarahkan anggota di ibu pejabat polis daerah agar memantau secara berkala pantai peranginan di seluruh negeri ini.
Sementara itu, Pengerusi Jawatankuasa Pelancongan, Kebudayaan, Alam Sekitar dan Perubahan Iklim Terengganu, Datuk Razali Idris berkata, kerajaan negeri telah mengambil inisiatif menyebarkan informasi larangan melakukan aktiviti air di negeri ini sepanjang musim tengkujuh.
“Semua hotel dan resort yang terletak berhampiran pesisir pantai misalnya telah diarahkan untuk menayangkan video pendek bahaya pantai pada musim tengkujuh sebagai kesedaran kepada pengunjung.
“Mereka boleh melakukan pelbagai aktiviti lain lagi sewaktu melancong ke Terengganu sepanjang tempoh MTL ini selain mandi pantai,” katanya.
Razali juga yakin pihak berkuasa tempatan juga telah memasang bendera merah di pantai-pantai peranginan negeri ini sebagai amaran kepada pengunjung.

JAKARTA, Jan 4 — The Malaysian Consulate General in Medan, in cooperation with Mercy Malaysia, has extended humanitarian assistance to 125 families in Kota Lintang Bawah, Kuala Simpang, in Indonesia’s Aceh Tamiang.
Speaking to Bernama today, Consul General Shahril Nizam Abdul Malek said this was the third time such assistance has been handed over under the Peduli Bencana Banjir programme.
He said the assistance, distributed last Friday and comprising food baskets and cleaning tools, was intended to help flood victims meet their immediate needs and begin clearing debris left by the disaster.
He said Kota Lintang Bawah was among the hardest-hit areas, with most of its approximately 800 houses destroyed by the floods, leaving only a few slightly damaged.
“This village is located in a riverine area. When floods occur, there is an accumulation of logs carried along the river, which then crash into the homes of residents here,” he said.
Shahril Nizam said the consulate also engaged with local officials on the day of the handover to coordinate the pre-recovery process.
This includes the redevelopment of health facilities for communities, including 12 that were completely destroyed during disasters.
The media reported that the floods and landslides that struck Sumatra in late November claimed more than 1,000 lives, with 165 people still missing, while more than 250,000 victims were displaced.
According to Indonesia’s National Agency for Disaster Management (BNPB), Aceh Tamiang recorded the second-highest number of displaced persons, at about 115,000, behind Aceh Utara, which reported 166,900. — Bernama
North Sumatra schools rise from the mud: Over 95pc ready to reopen despite flood scars

JAKARTA, Jan 5 — Schools in disaster-affected areas of North Sumatra are set to resume teaching and learning activities on Monday, with more than 95.23 per cent declared ready despite lingering damage from recent floods and landslides, Indonesian authorities said.
In a statement on Sunday, Indonesia’s Primary and Secondary Education Minister Abdul Mu’ti said 1,157 of the 1,215 schools in the affected areas are ready to reopen, as the second school term begins nationwide.
He added that some schools will operate under temporary arrangements, including holding classes in tents, while others are still undergoing the cleanup.
“God willing, those schools will be ready for use by January 5 (tomorrow),” he said.
For educational institutions that have not yet fully recovered, Abdul Mu’ti said the ministry has prepared a specially designed curriculum, stressing that the approach will be adaptive and flexible, taking into account on-the-ground conditions without diminishing students’ enthusiasm for learning.
“What matters most is our spirit to rise again, our determination to continue learning, and our drive to pursue a better future,” he said.
Abdul Mu’ti also expressed appreciation to all parties involved in accelerating the recovery of the education sector in North Sumatra.
