Southwest Monsoon to have negative impacts, govt agencies ready to mitigate disaster risks - Zahid

PUTRAJAYA: Malaysia is expected to face several negative impacts, including health issues, water supply shortage, forest or bushfires, haze, and reduced agricultural yields, from the Southwest Monsoon, which is expected to begin this month and last until September, according to Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi.
As such, Ahmad Zahid, who is also the Minister of Rural and Regional Development, reminded all disaster management agencies to take active steps to mitigate related disaster risks.
“This can be done through efficient governance based on disaster risk reduction in development planning, land use, water management and maintenance, which fall under state authority and need to be emphasised to prevent continuous disasters and ensure sustainable development for the well-being of the people, especially future generations.”
He said this in a statement after chairing the Central Disaster Management (JPBP) Meeting here, which was also attended by all state secretaries, who are also chairmen of their respective state disaster management committees (JPBN).
Ahmad Zahid said the Southwest Monsoon is relatively drier for the entire country, and most states will experience minimal rainfall.
He said the meeting also acknowledged the myGEMS Hydrogeological Database System owned by the Department of Minerals and Geoscience (JMG) and the availability of groundwater resources that can be used as an alternative water source, including for extinguishing fires in peatland areas.
“There are 640 active wells for domestic use and 104 wells in peat and forest areas with a capacity of 176.13 million litres per day.
“All JPBN have been told to take appropriate steps to collectively face such situations by asking water operators to improve their operational efficiency and provide logistical support to mobilise water supplies to affected areas,” he said.
For fire extinguishing operations, Ahmad Zahid said response agencies are on standby with the proper logistical preparations to handle open fires, and he was generally satisfied with the agencies’ preparations for the hot and dry weather during the Southwest Monsoon season.
Meanwhile, the Deputy Prime Minister also said the Department of Environment (DOE) also reported that a total of 2,030 open burning cases were investigated, with nine cases brought to court, 630 referred to other agencies, and 100 compounds totalling RM200,000 issued from Jan 1 to April 30, this year.
At the same meeting, Ahmad Zahid also launched the Guidebook to Community-Based Disaster Risk Management (CBDRM) in Malaysia, produced by the National Disaster Management Agency (NADMA) in collaboration with the College of Engineering Studies at Universiti Teknologi MARA (UiTM) Shah Alam.
The guidebook aims to ensure that CBDRM programmes can be effectively implemented at every state and district level in a standardised manner in line with the objective of forming a resilient community through preparedness activities.

PETALING JAYA: The incoming south-west monsoon is expected to bring back hot and dry weather with water shortages a possibility, says Datuk Seri Dr Ahmad Zahid Hamidi.
The Deputy Prime Minister and National Disaster Management Committee (Nadma) chairman said in a statement on Tuesday (May 14) that the south-west monsoon would bring several negative effects to the country.
"This will bring several negative impacts that could affect health, reduced water supply, forest and bushfires, haze and if it prolongs, reduced crop yields.
In preparation for such incidents, the Nadma meeting also discussed the use of alternative water sources such as the use of underground wells that could also be used for firefighting in peat soil areas.
"There are 640 active alternative wells for domestic use and 104 wells at peat soil and forest areas, with a capacity of 176.13 million litres per day.
"State disaster management committees have been told to take appropriate steps to collectively face such situations by requesting water operators to improve operations while also preparing logistics support to supply water to affected areas," he said.
Ahmad Zahid added that as a whole, he was satisfied with the readiness of all governmental agencies to face the dry weather and south-west monsoon.
The meeting also saw the launch of the Community Based Disaster Reduction Management (CBDRM) guidebook, which was jointly created with Nadma and Universiti Teknologi Mara's College of Engineering.
The guidebook is to ensure effective implementation of CBDRM programmes at all state and district disaster management committees levels.

KUALA LUMPUR: The Cabinet has agreed to review the National Disaster Management Policy to further enhance the country’s ability in managing catastrophes, says Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi.
He said the National Disaster Management Agency (Nadma) is working on the recommendations and is in the final stages of reviewing the policy and mechanism of disaster management under National Security Council’s Order No. 20.
This would be in line with the requirement to handle more complex situations in disaster management, he added.
“As it is the main guide in the coordination and handling of national disasters, this will further fortify the mechanism of managing disasters,” Ahmad Zahid said in a speech at the Northeast Monsoon Frontliners Appreciation event yesterday.
He also said a new policy called the National Disaster Risk Lowering Policy is in its final stages before being enacted.
“This policy will outline the country’s direction in becoming a nation that can withstand disasters in all sectors, including the economy and environment,” he said.
The expected rise in disasters due to factors such as adverse weather conditions could cause significant losses each year, he added.
Ahmad Zahid said the northeast monsoon season between November last year and March had affected 92,534 people from 27,505 families, adding that they were placed in 751 temporary relief centres.
This number, he said, was way lower than the 251,799 victims who were evacuated in 2022.
Ahmad Zahid said the effective management of the recent disaster was a result of the close cooperation of 61,839 personnel from the police, military, Fire and Rescue Department, Welfare Department, Civil Defence Force, Health Ministry and Rela.
The government, he said, had allocated Rm11.8bil to undertake 33 high priority flood mitigation projects nationwide to minimise the risk of floods.
Ahmad Zahid said nine projects to develop permanent disaster evacuation centres with better facilities at a cost of Rm45mil is being undertaken by the Public Works Department in Perak, Penang, Kedah, Pahang, Kelantan, Terengganu, Johor, Sabah and Sarawak.
He said the government had also agreed to allocate Rm5mil from the National Disaster Relief Fund to agencies and non-governmental organisations to hold training as preparation for disasters and to raise community awareness.

Kerajaan bersetuju menyemak semula Dasar Pengurusan Bencana Negara dalam meningkatkan daya tahan, mengukuhkan kesiapsagaan serta keupayaan menguruskan bencana dengan lebih baik.
"Pindaan itu dijangka akan memantapkan lagi pengurusan, lebih-lebih lagi ia merupakan dokumen rujukan utama dalam koordinasi dan mekanisma pengurusan bencana negara," katanya ketika merasmikan Majlis Apresiasi Petugas Barisan Hadapan Monsun Timur Laut (MTL) 2023/2024 di ibu negara.
Pada majlis itu, Ahmad Zahid turut mengumumkan peruntukan awal berjumlah RM5 juta yang disediakan kerajaan melalui Tabung Kumpulan Wang Amanah Bantuan Bencana Negara (KWABBN).
Beliau berkata ia bagi pelaksanaan program serta latihan kesiapsiagaan dan kesedaran komuniti untuk menghadapi bencana termasuk program Community Based Disaster Risk Management (CBDRM) dan untuk digunakan oleh agensi dan badan bukan kerajaan yang terlibat dalam pengurusan bencana.
"Kita harus bersiap siaga lebih daripada kebiasaan dengan itu saya mengharapkan bahawa program yang kita rancangkan iaitu program Community Based Disaster Risk Management (CBDRM).
"Kita harus menyediakan kesiapsiagaan kita daripada sekarang," katanya.
Pada Majlis tersebut, seramai 400 petugas barisan hadapan diberikan penghargaan kepada semua pihak termasuk kerajaan negeri, agensi penguat kuasa, agensi tindak balas, agensi teknikal, syarikat telekomunikasi, badan bukan kerajaan dan pihak media yang terlibat sepanjang musim Monsun Timur Laut 2023/2024 yang berakhir pada Mac lalu.
