KUALA LUMPUR: With Malaysia taking on the ASEAN Chairmanship for 2025, it has the opportunity to play a more proactive role in empowering disaster management in the region, said Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi.
He said that with Malaysia’s ASEAN Chairmanship, themed ‘Inclusivity and Sustainability’, there will be wider opportunities for improvement in disaster management within the country.
“As chairman of the Central Disaster Management Committee (JPBP), I am also proud of the whole-of-nation approach that has been practised in all phases of disaster management, including at the regional and international levels.
“Besides ASEAN member countries, Malaysia is also recognised by the International Search and Rescue Advisory Group (INSARAG) of the United Nations through the deployment of the SMART Team to Turkiye, participation in disaster policy negotiations and joint training with foreign agencies,” he said in a statement today.
He said the MADANI government, under the leadership of Prime Minister Datuk Seri Anwar Ibrahim, will continue to prioritise strengthening policies, accelerating implementation and expanding cooperation as the country faces climate change and increasingly complex disasters.
“Disaster preparedness will be assessed not solely by the function and efficiency of administration at the government level, but the value of the collective responsibility of all people to protect the lives, livelihoods and future of our country together,” he said.
Meanwhile, Ahmad Zahid said the government is currently fully focused on post-flood efforts and humanitarian aid for all victims once the 2024/2035 Northeast Monsoon season ends.
“Every year, the government, through the National Disaster Management Agency (NADMA) ensures that all agencies under the JPBP as well as the state and district disaster management committees are always prepared to tackle all forms of disasters for the safety of the people.
“All disaster management initiatives and mechanisms implemented by NADMA, as the leading agency, serve as benchmarks for the effectiveness of policies towards the system’s preparedness and the spirit of nationwide cooperation for the future,” he said.
He added that the disaster aid allocation provided by the Federal government in 2024 also reflected the MADANI government’s concern for disaster victims nationwide.
“This included the RM232 million for all states for the distribution of RM1,000 as Bantuan Wang Ihsan (BWI) to household heads affected by disasters and RM10,000 as BWI death assistance to the next of kin of disaster victims.
“RM9.28 million was allocated for disaster operations management to NADMA to facilitate response and rescue operations for disaster victims at the Disaster Operations Control Centre (PKOB) and Control Posts on Scene (PKTK), be it at the central, state or district levels,” he said.
In addition, Ahmad Zahid said prevention and mitigation measures were also the main focus throughout last year, including cloud seeding operations in selected areas, which showed the government’s increasingly proactive approach to risk reduction.
In terms of operational efficiency, he said that structured training for officers at PKOB and PKTK has been widely implemented.
“The capability to respond has been enhanced through the placement of five Bailey bridges at strategic locations and the procurement of 49 mobile water pumps with the cooperation of the Drainage and Irrigation Department (JPS) in 2024. These pumps have been distributed to Perak, Johor and Kelantan to expedite the process of draining out stagnant flood waters,” he said.

SEOUL, 27 Mac: Pasukan bomba bertungkus lumus pada Rabu untuk mengawal siri kebakaran hutan yang melanda wilayah tenggara Korea Selatan, mengorbankan sekurang-kurangnya 24 orang, namun keadaan angin kencang dan cuaca kering terus menyukarkan usaha pemadaman, lapor Agensi Berita Yonhap.
Puluhan helikopter pemadam kebakaran, kira-kira 5,000 anggota, serta sekitar 560 unit peralatan telah dikerahkan, tetapi kebakaran yang bermula di Daerah Sancheong, Wilayah Gyeongsang Selatan pada Jumaat lepas telah merebak ke timur laut wilayah itu.
Dalam tempoh lima hari, kebakaran telah merebak ke Uiseong dan kini sedang menuju ke Andong, Cheongsong, Yeongyang, serta Yeongdeok.
Daripada 24 mangsa yang terkorban, 20 ditemukan di Uiseong dan empat lagi di Sancheong setakat pukul 4 petang, menurut data dari Ibu Pejabat Langkah Pencegahan dan Keselamatan Bencana Pusat.
Risiko kebakaran merebak ke kawasan pantai timur semakin meningkat akibat angin kencang, menimbulkan kebimbangan bahawa kebakaran boleh sampai ke Daerah Uljin, lokasi sebuah loji kuasa nuklear utama.
Seorang pegawai perhutanan memberi amaran mengenai faktor tidak menentu seperti perubahan mendadak arah angin, dengan menyatakan bahawa meskipun kebakaran di Uiseong pada awalnya merebak ke arah timur, angin dari selatan dan barat daya telah dikesan pada Selasa dan Rabu.
Di Yeongyang, empat daripada lima mangsa ditemukan rentung di atas jalan raya kira-kira pukul 11 malam Selasa.
Pada Rabu, Pemangku Presiden Han Duck-soo menggesa usaha secara habis-habisan bagi menghalang kebakaran hutan itu daripada terus merebak, menyifatkannya sebagai “kebakaran hutan terburuk pernah berlaku.”
Setakat ini, kebakaran telah memusnahkan 17,000 hektar hutan serta 209 rumah dan kilang, katanya.
Kebakaran turut memusnahkan Kuil Goun di Uiseong, sebuah kuil purba yang dibina pada tahun 681 semasa Dinasti Silla (57 SM–935 M). Bagaimanapun, khazanah negara yang disimpan di kuil itu telah dipindahkan ke lokasi lain.
Terdahulu pada Rabu, sebuah helikopter pemadam kebakaran yang dikendalikan seorang juruterbang terhempas di Uiseong ketika bertugas memadam kebakaran besar di kawasan itu, mengorbankan juruterbang berkenaan.
Wilayah Gyeongsang Utara dan Gyeongsang Selatan merupakan lokasi bagi banyak aset sejarah dan budaya, termasuk khazanah negara.
Dengan kebakaran semakin menghampiri, kebimbangan kembali meningkat di sekitar Kampung Rakyat Hahoe di Andong.
Pihak berkuasa berkata api telah mara sehingga hanya lima kilometer dari Kampung Hahoe dan merancang untuk mengerahkan dua helikopter pemadam kebakaran sebagai langkah pencegahan awal.
Terletak kira-kira 190 kilometer ke tenggara Seoul, Hahoe merupakan satu daripada kampung rakyat paling terkenal di Korea Selatan dan diiktiraf sebagai Tapak Warisan Dunia Pertubuhan Pelajaran, Sains dan Kebudayaan Bangsa-Bangsa Bersatu (UNESCO) pada 2010. SUCRE: Presiden Bolivia, Luis Arce mengisytiharkan darurat negara pada Rabu susulan hujan lebat dan banjir teruk di negara itu. Setakat ini lebih 50 nyawa terkorban manakala lebih 100,000 penduduk kehilangan tempat tinggal di seluruh negara.
Kesemua sembilan wilayah di Bolivia terjejas, dengan satu diisytiharkan sebagai kawasan bencana dan tiga lagi dalam keadaan kecemasan. Bolivia, yang mempunyai lebih 12 juta penduduk, biasanya mengalami musim hujan dari November hingga Mac.
Menurut Perkhidmatan Meteorologi Bolivia, beberapa amaran oren dan merah untuk limpahan sungai, yang kebiasaannya dikeluarkan pada Februari, telah dikeluarkan pada Mac tahun ini dan dilanjutkan sehingga April.
Pengisytiharan darurat membolehkan kerajaan membeli bekalan dan menggerakkan sumber dengan lebih mudah.

He said the unity government would continue to prioritise strengthening policies and accelerate implementation as the country faced climate change risks and increasingly complex disasters.

Johor Bahru: Sekolah Kebangsaan (SK) Kangkar Tebrau dan SK Maju Jaya di Seelong, di sini yang terjejas banjir sejak Khamis lalu, melaksanakan kaedah pengajaran dan pembelajaran di rumah (PDPR) sehingga esok.
Pengerusi Jawatankuasa Pendidikan dan Penerangan Johor, Aznan Tamin, berkata dua sekolah itu paling teruk terjejas dengan kerosakan dan anggaran kerugian lebih RM100,000.
Beliau berkata, pembelajaran secara fizikal dijangka dimulakan di dua sekolah berkenaan selepas cuti persekolahan sempena hari raya nanti.
“Lapan sekolah yang terjejas akibat banjir buruk sejak Khamis lalu. Namun, lima sekolah, iaitu SK Kampung Pulai dan SK Tampoi Utama di Johor Bahru, Sekolah Menengah Kebangsaan (SMK) Taman Kota Jaya, Sekolah Jenis Kebangsaan Cina (SJKC) Pei Hwa dan SK Bandar di Kota Tinggi serta SK Seri Perpat di Batu Pahat beroperasi secara fizikal semalam (kelmarin).
“Dua sekolah SK Kangkar Tebrau dan SK Maju Jaya ini tidak dapat beroperasi kerana banyak peralatan sekolah mengalami kerosakan teruk. Jabatan Pendidikan Negeri Johor (JPNJ) mengambil keputusan melaksanakan PDPR untuk minggu akhir ini sebelum cuti hari raya.
“Dijangka dua sekolah akan beroperasi selepas cuti hari raya, namun bergantung kepada kelengkapan sekolah sekiranya masih tidak boleh digunakan, PDPR akan disambung bergantung kepada keadaan semasa,” katanya.
Beliau berkata demikian ketika ditemui selepas Majlis Penyerahan Sumbangan Aidilfitri kepada Mahasiswa Anak Johor di Ayer Molek, di sini kelmarin.
Aznan berkata, dua sekolah berkenaan terjejas teruk terutama di tingkat satu yang menempatkan kelas, makmal komputer, dataran perhimpunan serta kantin.
Katanya, pihaknya memaklumkan kepada Kementerian Pendidikan (KPM) berhubung kerosakan terbabit. “Saya tak dapat anggaran jumlah kerugian tetapi anggaran kasar lebih RM100,000,” katanya.
Khamis lalu, Aznan memaklumkan sesi pembelajaran di 20 sekolah dalam daerah Johor Bahru, Kulai, Pontian, Kluang dan Kota Tinggi terjejas akibat banjir, susulan hujan berterusan iaitu tujuh dijadikan pusat pemindahan sementara (PPS), dua dinaiki air dan 11 terputus hubungan.
