Citing safety, Fire and Rescue Dept advise NGOs, individuals not to conduct night rescue

SHAH ALAM, Dec 20 — Non-governmental organisations or individuals who want to help rescue flood victims in Taman Sri Muda are asked not to do so at night for their safety, said Fire and Rescue Operations Division director Datuk Nor Hisham Mohammad.

“During the day we can see their whereabouts, if anything happens, the occupants of the house can also see them and inform us,” he told a press conference at the Sri Muda Fire Disaster Operations Control Centre here today.

He said Taman Sri Muda was now under one metre of floodwaters and more than 570 victims had been evacuated from the disaster area so far.

“There are also victims who came out of the area on their own and also assisted by various parties,” he said, adding that there were 4,400 houses in the area.

Meanwhile, National Disaster Management Agency director-general (Nadma) Datuk Aminuddin Hassim reminded NGOs or individuals who want to help victims in Taman Sri Muda to register with Nadma to ensure their safety.

TM Aktifkan Pusat Tindakan Krisis Nasional

KUALA LUMPUR: Seramai 50,000 pelanggan unifi, streamyx dan unifi mobile terkesan apabila sebahagian perkhidmatan komunikasi Telekom Malaysia Berhad (TM) itu terjejas berikutan hujan lebat berterusan tanpa henti sejak Jumaat lalu.

Ketua Pegawai Eksekutif Kumpulan TM, Imri Mokhtar, berkata beberapa peralatan telekomunikasi khususnya di Selangor, Negeri Sembilan dan Pahang turut mengalami kerosakan dan mengakibatkan gangguan perkhidmatan di beberapa kawasan.

Ketika ini, katanya, Pusat Tindakan Krisis Nasional TM sudah diaktifkan dan pihaknya sedang memantau lokasi rangkaian dengan teliti.

"Banjir kilat dan tanah runtuh mengakibatkan beberapa nod kami di tiga negeri berkenaan tidak dapat diakses berikutan paras air yang tinggi dan keadaan tidak selamat.

"Justeru, kami terpaksa mematikan bekalan elektrik dan peralatan rangkaian di beberapa kawasan sebagai langkah berjaga-jaga bagi memastikan keselamatan penduduk di situ serta mengurangkan sebarang potensi risiko," katanya dalam kenyataan di sini, hari ini.

Imri berkata, pihaknya turut bersedia menggerakkan barisan hadapan TM dan apabila keadaan mengizinkan mereka akan segera melaksanakan kerja baik pulih rangkaian di kawasan yang terjejas banjir bagi mengurangkan gangguan perkhidmatan dan memastikan pelanggan dapat terus berhubung.

Katanya, Rangkaian Tindak Balas Bencana GLC (GDRN) turut diaktifkan untuk memberi bantuan dan sokongan kepada mereka yang terjejas dengan bencana ini.

"Sebagai permulaan, sejumlah RM50 juta diperuntukkan kepada inisiatif bantuan yang terdiri daripada geran padanan bernilai RM25 juta oleh kerajaan, manakala GLC atau GLIC akan bersama-sama menyumbangkan RM25 juta lagi," katanya.

Imri berkata, sebagai ahli GDRN yang diterajui bersama oleh TM sebagai Sekretariat dan Yayasan Hasanah daripada Khazanah Nasional Berhad, pihaknya berkolaborasi dengan Majlis Keselamatan Negara (MKN) menerusi Agensi Pengurusan Bencana Negara (NADMA) dan agensi lain untuk menghulurkan bantuan pemulihan bencana yang lain.

Katanya, bersama dengan ahli GDRN yang lain, pihaknya akan menggerakkan usaha membantu dan menyelamat bagi memastikan keperluan dan barangan penjagaan kesihatan asas dapat diberikan kepada mereka yang memerlukan.

"Pasukan 56 Rejimen Semboyan Pakar Telekom Askar Wataniah yang terdiri daripada para sukarelawan daripada TM turut dihantar ke lokasi untuk memberikan bantuan dan khidmat kecemasan di seluruh negara dalam bentuk sambungan internet dan talian telefon.

"Walaupun situasi masih tidak menentu, saya bersyukur atas tindakan segera khususnya pasukan kejuruteraan dan khidmat pelanggan TM dalam memastikan para pelanggan kami sentiasa dimaklumkan dan berusaha membaik pulih perkhidmatan sambungan yang amat diperlukan," katanya.

Beliau berharap, mereka yang terkesan dapat menerima bantuan yang amat perlukan," katanya.

Nadma Proposes 36-40 PKRC Continue To Operate

SERDANG: Between 36 and 40 Low Risk Covid-19 Quarantine and Treatment Centres (PKRC) nationwide will remain operational because there is still a need to treat Covid-19 patients at non-hospital facilities.

National Disaster Management Agency (Nadma) director-general Datuk Dr Aminuddin Hassim said its proposal for several PKRC to remain open despite calls for them to be closed and returned to the original agencies would be tabled before the Covid-19 Pandemic Management Special Committee, next month.

"Since, there are still cases, we will keep the PKRC open to a date when we will close them all. But not in the near future because there are Covid-19 cases with the Omicron variant and other variants for which appropriate treatments will be given," he said.

Speaking to the media after attending the "Berselawat PKRC Programme" In conjunction with the one-year anniversary of Malaysian Agriculture Exposition Park Serdang (MAEPS) Integrated PKRC 2.0 here today, Aminuddin said that currently, there were still 66 PKRC which were still operating nationwide.

Aminuddin said the decision to close PKRC would be considered based on the current situation including the ability of hospitals to treat Covid-19 patients and when the nation has shifted from the pandemic to the endemic phase.

"One of the signs is to look at the usage of the number of intensive care unit (ICU) beds in hospitals. When there is an increase of patients at the ICU, we must give non-hospital support facilities like the PKRC.

"That's why we feel the PKRC are still needed until a time when hospitals can absorb Covid-19 patients and then we will close the PKRC," he said.

On the MAEPS Integrated PKRC 2.0, Aminuddin said it would remain open until Nadma felt it was no longer economical to continue its operation.

MAEPS was activated for the first time as a PKRC on April 16, 2020 and was closed on July 15, 2020, with the intake of Covid-19 patients at the centre only involving non-citizens in the first (without symptoms) and second (mild symptoms) categories.

On Dec 9, 2020, it was reactivated following a drastic hike in cases at that time and was upgraded to the MAEPS Integrated PKRC 2.0 on Jan 24, 2021 after starting to receive categories three and four patients on a moderate scale.

Aid For Flood, Disaster Victims Raised To RM1,000 For Each Family

KOTA KINABALU: Cash assistance for each family affected by the northeast monsoon or other disasters has been increased from RM500 to RM1,000, says Datuk Seri Ismail Sabri Yaakob.

The Prime Minister said the central disaster management committee meeting he chaired on Monday had agreed to double the cash aid.

He said the government is aware of the hardship faced by victims following disasters, coupled with the economic impact of the Covid-19 pandemic.

“This initiative is expected to help ease the burdens of some 39,100 households, involving more than RM39.5mil from the National Disaster Relief Trust Fund.

“This is among the government’s new measures to improve the preparedness of facing the northeast monsoon which is expected in early November until March next year, involving the east coast states, Johor, Sabah and Sarawak,” he said in a statement yesterday.

Ismail Sabri also announced an RM18.24mil allocation from the National Disaster Management Agency (Nadma) to Sabah following flash floods and landslides in the state’s west coast districts of Kota Kinabalu, Penampang and Putatan.

“The RM18.24mil allocation is for 2,000 food kits, 2,500 units of C-Tent, the state disaster management committee operation, the operations of 22 district disaster management committees and Covid-19 operation management in Sabah.

“I hope some (of the allocations) will be utilised for managing the welfare of landslide victims.

“My sympathies to the families of those who lost their loved ones in the disasters,” he added.

There were at least two landslides which destroyed homes including construction quarters, and three deaths, reported in Penampang district on Wednesday.

Ismail Sabri also said an e-Sumbangan system is being developed to coordinate contributions from donors and non-governmental organisations to disaster victims.

He said the assistance must go through the district, state or central disaster management committee so that any assistance is more systematically coordinated.

“Volunteers who want to distribute or deliver assistance must get permission from this committee as they are more familiar with the needs of the victims.

“At the same time, all agencies must share existing assets in their states with corporate bodies, NGOs and individuals at the local level, to carry the responsibility together and embrace the Malaysian Family spirit,” he said.

The Prime Minister took time off his first official trip to Sabah for the Malaysia Day celebrations to visit victims of a landslide in Penampang.

He got a first-hand look at the landslip at Segumau Madsiang along the Penampang-Tambunan road, where three families were affected by the natural disaster.

Accompanied by Chief Minister Datuk Seri Hajiji Noor and state Community Development and People’s Wellbeing Minister Shahelmey Yahya, Ismail Sabri also handed out daily essentials to the 19 landslide victims.

Bantuan Wang Ihsan Bencana Naik RM1,000

PUTRAJAYA: Kerajaan bersetuju menaikkan kadar Bantuan Wang Ihsan (BWI) daripada RM500 kepada RM1,000 bagi setiap  ketua isi rumah terjejas ketika Monsun Timur Laut atau terkesan dengan lain-lain bencana yang diisytiharkan Jawatankuasa Pengurusan Bencana Pusat (JPBP). 

Perdana Menteri, Datuk Seri Ismail Sabri Yaakob berkata, perkara itu dicapai menerusi Mesyuarat JPBP dipengerusikan beliau pada 13 September lalu sebagai membuktikan keprihatinan kerajaan terhadap mangsa bencana ditambah pula dengan impak ekonomi rakyat akibat  pandemik Covid-19. 

 

Menurut beliau, inisiatif BWI ini dijangka meringankan beban lebih 39,100 ketua isi rumah melibatkan peruntukan lebih RM39.5 juta daripada  Kumpulan Wang Amanah Bantuan Bencana Negara. 

 

“Pemberian bantuan ini bukanlah satu bentuk pampasan atau ganti rugi  terhadap kerosakan rumah dan harta benda dialami mangsa, tetapi mengurangkan beban ditanggung.

 

“Ini antara pendekatan baharu kerajaan dalam usaha menambah baik pengurusan dan kesiapsiagaan menghadapi Monsun Timur Laut  yang dijangka berlaku pada awal November ini sehingga penghujung Mac 2022 melibatkan negeri-negeri seperti Pantai Timur, Johor, Sabah, dan Sarawak,” katanya dalam kenyataan hari ini.

 

Terdahulu, dalam lawatan kerja rasmi Perdana Menteri ke Sabah hari ini, Ismail Sabri turut mengumumkan Peruntukan Agensi Pengurusan Bencana Negara (NADMA)  kepada negeri itu berjumlah RM 18,241,250 bertujuan melancarkan proses menguruskan tindak balas bencana agar kebajikan rakyat terjejas sentiasa dipelihara. 

 

Beliau menjelaskan, peruntukan itu bagi perolehan 2,000 unit Kit Makanan (RM160,000), Pembelian 2,500 unit C-Tent (RM 961,250), Operasi Jawatankuasa  Pengurusan Bencana Negeri(RM 20,000), Operasi 22 daerah Jawatankuasa  Pengurusan Bencana (RM1,100,000) dan Pengurusan operasi Covid-19 di  negeri Sabah (RM16,000,000).  

 

“Saya berharap sebahagian daripada peruntukan ini dapat digunakan untuk  pengurusan bencana dan meringankan beban mangsa-mangsa kejadian tanah  runtuh di Penampang, Sabah, semalam. 

 

“Saya turut bersimpati kepada keluarga  mangsa yang terkorban,” katanya. 

 

Ismail Sabri pada masa sama memberitahu, atas dasar prihatin dan tanggungjawab kepada kerajaan negeri yang menghadapi kesukaran menguruskan bencana Monsun Timur Laut sepanjang  tahun, peruntukan Perbelanjaan Operasi Dalam MTL 2021/2022 juga akan disalur  menggunakan Kumpulan Wang Amanah Bantuan Bencana Negara berjumlah  RM9.5 juta bagi membantu kelancaran proses dan memastikan kebajikan rakyat  terus dipelihara. 

 

Selain itu, beliau berkata, pendekatan baharu lain yang turut diputuskan dalam mesyuarat  berkenaan ialah pembangunan Sistem e-Sumbangan pertubuhan bukan kerajaan (NGO) sebagai  platform penyelarasan bantuan antara penderma dan NGO kepada mangsa  bencana. 

 

Katanya, bantuan perlu melalui Jawatankuasa Pengurusan Bencana  Pusat/negeri/daerah supaya penyelarasan bantuan dapat dilakukan lebih lancar dan  sistematik. 

 

“Badan sukarela yang ingin melakukan pergerakan menghantar bantuan, perlu  mendapat kebenaran daripada Jawatankuasa Pengurusan Bencana  Pusat/negeri/daerah terlebih dahulu memandangkan jawatankuasa peringkat  tempatan lebih arif dengan kehendak dan keperluan mangsa di kawasan terjejas,” katanya.

 

Dalam pada itu, Perdana Menteri,  menasihatkan agar semua pihak terlibat  supaya konsisten dalam merancang dan melaksanakan penambahbaikan  pengurusan bencana melalui program dan projek yang bermanfaat di negeri masing masing.

 

Kata beliau, semua agensi terlibat juga perlu menggunakan dan berkongsi segala aset  yang sedia ada di negeri masing-masing dengan melibatkan badan-badan korporat,  pertubuhan bukan kerajaan serta individu-individu di peringkat tempatan, agar sama-sama dapat menggalas tanggungjawab sesuai dengan semangat Keluarga  Malaysia. 

 

“Bersesuaian dengan semangat Keluarga Malaysia juga, orang ramai turut  dinasihatkan supaya sentiasa peka dan prihatin dengan persekitaran termasuk  terhadap jiran dan rakan selain ahli keluarga sendiri ketika musim tengkujuh nanti,  untuk mengelak sebarang kejadian tidak diingini,” katanya.
